This keynote by Prof. Maurizio Ferrera (University of Milan) opened the REGROUP final conference in Florence (24–25 June 2025). Titled “A Centre That Holds? EU Polity Formation During Crisis”, the presentation explores how successive shocks, from the Eurozone crisis to COVID-19, have shaped the EU’s evolving governance structure. Ferrera introduces the idea of the EU as a “compound polity” and reflects on how crisis responses have spurred new forms of political responsibility and integration. The presentation is introduced by Piero Tortola, PI of the REGROUP project.
